HAC values children as the hope for the evolving improvement of humankind, and places great value on the family as a caring protector of children’s vulnerability, as well as a catalyst for their healthy growth and development; and places a tremendous value on people who care to special needs children because of the contributions they make toward supporting the health, education, and development of the children in society.

HAC believes that every person has the potential to make a difference in the life of a child with special needs. Schools, parents, and the community should work together to promote the health, well-being, and learning of all special needs children. When schools actively involve parents and engage community resources they are able to respond more effectively to the health-related needs of children.
